Description
Bennett Park and Recreation District, a Special District. With Grants and special funding, we opened
our doors to the public on October 17, 2007 and our pool expansion opened July 5, 2010.
Special districts are a form of local government created to provide certain municipal-type services in
unincorporated or rural areas of the state. The legal structure of special districts was recognized by
an authorizing act of the Colorado General Assembly in 1949. The General Assembly declared that
special local government service districts could be created to provide necessary and desired services
within designated boundaries.
As a special district, we have no affiliation with the Town of Bennett. Our district is run by an elected
board and our district boundaries are smaller than the Towns, the Bennett School District, and the
Bennett Fire Protection District. Our district is located within the immediate town of Bennett on the
Adams County side only. As a result, when a customer lives on the Arapaho County side of Bennett,
they are charged out-of-district rates.
We operate with limited tax dollars obtained from a property tax designated for the district. For every property appraised at a $100,000 value, the district receives less than $30.00. This limited funding has forced us
to become very creative when setting up our leagues and programs. In many instances we have been
